| Safety first: Why all South Hampton Roads schools cancelled classes, again. Virginia Beach staff members drive around and consult with city officials before deciding whether to close, division spokeswoman Eileen Cox said Monday. There are still secondary roads with snow or ice on them, she said. "Student safety and the safety of our staff is the number one priority," Cox said.

Thursday is expected to be mostly cloudy with a high near 59 degrees and a 70 percent chance of rain in the evening. Friday's forecast calls for a high near 63 degrees during the day, according to the National Weather Service.
